在与阿富汗私立大学联合会会面时卡比尔说，塔利班不反对女孩接受教育，并且努力尽快结束已停止的教育。
此前阿富汗媒体称，塔利班政府高等教育部命令暂停阿富汗私立和国立大学的女大学生的教育。阿富汗高等教育部称，世俗大学的女孩教育违反了伊斯兰教的法律并且违背伊斯兰的传统。
